Correction (published July 8, 2011): Phillip Curtis Collicott was convicted of one count of first-degree sexual abuse, one count of first-degree sexual penetration and three counts of encouraging child sexual abuse. A City/Region story Thursday incorrectly said he was convicted of an additional count of sexual penetration and seven additional counts of encouraging child sex abuse. Also, Collicott was convicted in a stipulated facts trial, in which he acknowledged that the state had enough evidence to result in a conviction. The story incorrectly stated that he pleaded guilty to his offenses.

A 29-year-old Springfield man was sentenced Wednesday to 25 years in prison after pleading guilty to sexually abusing two children ages 9 and 11.

Phillip Curtis Collicott, 29, was sentenced under Oregon's version of Jessica's law, first passed in Florida after 9-year-old Jessica Lunsford Act was raped and murdered by a previously convicted sex offender in 2005. The law sets a mandatory minimum sentence of 25 years for certain sexual offenses against children younger than 12.

Collicott pleaded guilty to one count of first-degree sexual abuse, two counts of first-degree unlawful sexual penetration, two counts of first-degree sodomy and 10 counts of encouraging child sexual abuse.

The latter counts arose from Collicott's downloading of child pornography from the Internet. Investigators found no evidence that Collicott recorded his abuse of the two children, Lane County Deputy District Attorney David Schwartz said.

Collicott's attorney, Janise Augur, said her client committed the crimes under the influence of "intense alcoholism and depression."

He had no previous criminal history, had been honorably discharged from the U.S. Army, was active in the National Guard, and was "a good citizen when not using alcohol," she said after the sentencing.
